After a fierce spring storm hit Garland in 2004, the streets of Downtown Garland filled with broken branches, torn shingles, and scattered household debris from aging homes built between the 1950s and 1980s. The sharp scent of wet wood and dust lingered as residents struggled to clear their yards. The clutter risked blocking sidewalks and delaying daily foot traffic, turning a neighborhood staple into an eyesore and hazard overnight.
